On March 13, 2017 little Donnie Trump announces the following Executive Order (after criticizing President Obama for issuing Executive Orders—how ironic):
The words from the old wrinkled P-grabber’s mouth sound good on the surface: Section 1. Purpose. This order is intended to improve the efficiency, effectiveness, and accountability of the executive branch by directing the Director of the Office of Management and Budget (Director) to propose a plan to reorganize governmental functions and eliminate unnecessary agencies (as defined in section 551(1) of title 5, United States Code), components of agencies, and agency programs.
But we know the intentions are to rape and pillage. To destroy government as we know it, past any recognition of generations past.
The “Draining the Swamp” crowd think that everything about government is bad: taxation, prolonging people’s lives through social security and medicare, regulating clean air and water, car seat belts, Surgeon’s General’s warning on cigarettes, regulating Wall Street, the 40 hour work week and minimum wage, laws requiring children to go to school, drug safety rules, food safety rules, checks on whether or not gas pumps are accurate, …..
No, it should all be a dog-eat-dog world because competition enables the cream to rise to the top. Remember, daddy left me a fortune after he swindled a lot of people. Many Christians look at government as evil and feel cheated by the rules of separating church and state. They fail to acknowledge the Bible’s quote in Mark 12:16: 16 “So they brought it, and He asked them, “Whose likeness is this? And whose inscription?” “Caesar’s,” they answered. 17Then Jesus told them, “Give to Caesar what is Caesar’s, and to God what is God’s.” And they marveled at Him. ”
I believe that government is inherently good (https://williamhenrymee.wordpress.com/2017/01/23/government-is-good/); and benefits a super majority of the We The People.
Government Reorganization is in fact one of the hardest things to do and that is why not many attempt it and even fewer succeed.

So what would Government Reorganization look like? It would not be like Grover Norquists drowning it in a bathtub—which I believe Steve Bannon has tattooed to his ass. But rather it would be a thoughtful and reflective process that most GOPers are incapable of (reference Health Care fights 2009-2017). The Executive Order says: “(c) Within 180 days after the closing date for the submission of suggestions pursuant to subsection (b) of this section, the Director shall submit to the President a proposed plan to reorganize the executive branch in order to improve the efficiency, effectiveness, and accountability of agencies. The proposed plan shall include, as appropriate, recommendations to eliminate unnecessary agencies, components of agencies, and agency programs, and to merge functions. The proposed plan shall include recommendations for any legislation or administrative measures necessary to achieve the proposed reorganization.” I think this is too rushed and the process will take at least two years.
The attempt would also have to be tied to our administrative law and regulatory structure: https://williamhenrymee.wordpress.com/2017/01/23/regulations-and-life/; because each agency is tied to a series of rules and regulations establishing its purpose. This is beyond returning what the Federalist Society (the originalists) subscribes to: returning to other those laws our Founding Fathers had. Dead Supreme Court Judge Scalia and his minion Goruch believe in this, and maybe that is why they were named to where they were. But this doesn’t work either and clearly government and public administration are of an evolving nature or at least this is what Liberals believe (https://williamhenrymee.wordpress.com/2011/10/24/the-definition-of-liberal/).
So this Government Reorganization can be a battle of the soul.

Donald Trump says it is “the largest ever cut by far in terms of regulation.”
Let’s be plain about what that means: It means the most far-reaching attack ever on the protections that have made our country stronger, better, safer, cleaner, healthier, fairer and more just.
Trump was talking about his deregulatory executive order requiring the elimination of two existing regulatory safeguards for each new one adopted — a nonsensical requirement with no basis in law.
The order will allow Big Business to exploit workers, Wall Street to rip off consumers, dirty energy companies to pollute, automakers to sell dangerous cars, and on and on.
It’s not just bad policy; it violates the Constitution.
That’s why we filed Public Citizen v. Donald J. Trump.

Last week, the government and our lawyers filed the last set of papers in the case, which will be argued before a judge in a few weeks.
The government’s argument in court is quite far afield from Trump’s public statements.
From their filing, you’d think Trump’s decree is nothing special. They say that the executive order merely “guides” agencies “in the exercise of authority they already possess.”
They say that the order is simply the latest in an uncontroversial line of executive actions to “manage the agencies’ discretion.”
Here’s what we explained: “Executive Order 13771 is not business as usual.”
Making new public protections contingent on repealing two existing rules has “no basis, express or implied, in any statute delegating rulemaking authority to federal agencies.”
Does Trump have the authority to conjure up this requirement?
“He does not. Executive Order 13771 is unconstitutional and must be set aside.”
Is the executive order having an effect?
You bet.
Last week, the Trump administration detailed what this all means. It announced it had shut down 860 ongoing rulemakings.
That number is a bit inflated. (What else would you expect from this administration?)
But the list includes essential environmental, consumer and financial protections.
Our country is better than this.
Our lawsuit is based on the notion that we are a nation of laws, and on a profound understanding of what happens when giant corporations are free to determine their own rules of conduct without governmental standards.
